State biofuel sector takes form, gains momentum - Boston Business Journal:

Baystate Biofuels LLC broke ground on a10 million-gallonj refinery and distribution center in North Andove r this week. And Qteros based in Marlborough, announced in April planz to build a pilot planty in Springfield to begin the commercializatiohn of its cellulosicethanol facility. Heating oil retailers acrosds the state also are building capacity to blend andstorer oil/biodiesel mixes in preparation for the new Signed into law in July, the Cleanj Energy Biofuels Act requires heatingy oil and diesel sold in the statse to be a blend of at leasrt 2 percent biofuel starting in 2010. That quotien must rise to 5 percentfby 2013.
To qualify as a biofuel, the fuele must achieve a 50 percent reduction in greenhousee gases when compared with traditiona lpetroleum fuels. The law also exempts from taxation any gas madefrom so-calle cellulosic ethanol, or ethanol made from materiap other than foodstuffs.
